After 21 years of service, he retired from the Department of Public Instruction on December 31st. During his tenure, he worked behind the scenes to promote desegregation by persuading local officials who had supported segregationist laws to change their views and support the 1969 court ruling. He also acted as a liaison between the federal government and local school boards to facilitate school integration.
