Developing a Representative and Inclusive Vision for Education

The DRIVE Coalition—Developing a Representative and Inclusive Vision for Education—is North Carolina’s statewide initiative to increase the racial, ethnic, and linguistic diversity of the educator workforce.


WHAT?

THE HISTORY OF DRIVE


The coalition was established to continue the work begun by Governor Roy Cooper’s DRIVE Task Force. The Task Force, created under Executive Order 113 in 2019 brought together educators, parents, policymakers, and advocates to develop a roadmap for achieving greater equity in education. In January 2021, the Task Force released a final report outlining clear recommendations to recruit, prepare, support, and retain educators of color in North Carolina’s public schools.

At the close of 2023, the Task Force created a succession plan and  voted unanimously to designate the Dudley Flood Center for Educational Equity and Opportunity as the lead entity responsible for carrying the work forward. The DRIVE Coalition was formed to actualize the recommendations from the Task Force and to build a collective movement for change.

THE DATA

% of NC’s public school students are students of color.

Yet the teacher workforce remains disproportionately white, with students of color far outpacing teachers of color across the state.


% of teachers are Black

Black students consistently make up 24–26% of the student population, but Black teachers represent only 18%, even after a decade of slow growth.

% of teachers are from other racial backgrounds

Students who identify as Latine, Asian, Indigenous, or multiracial make up ~ 33% of the student population — triple the percentage of teachers from these groups.

Despite a growing student population of color, North Carolina’s educator workforce remains disproportionately white. The DRIVE Taskforce developed recommendations to address this gap, the DRIVE Coalition exists to close the gap by:

The DRIVE Coalition’s strength lies in its people. We bring together educators, district leaders, nonprofit partners, and advocates through Regional Committees committed to turning policy into practice.

About Regional Committees

Each region meets monthly and works on the following deliverables:

  1. Identify Exemplars and Pilot Programs
    Highlight 2–3 successful models—such as Grow-Your-Own programs or residency initiatives—that promote educator diversity.
  2. Develop Policy Recommendations
    Propose 3–5 regional policy recommendations that address educator recruitment, retention, and advancement.
  3. Design a Regional Initiative
    Create a community-informed program such as recruitment fairs, mentorship partnerships, or professional development to support diverse educators.
  4. Collaborate and Share Learnings
    Celebrate progress, exchange strategies, and contribute to a broader statewide movement.

Each regional committee meets monthly and participates in two statewide gatherings annually, organized by the Dudley Flood Center:

  • Fall Convening
    Held on October 31, 2024, at North Carolina Central University, this event brought together over 75 educators, leaders, and advocates to launch the regional committees and align on goals for advancing teacher diversity across the state.
  • Annual Summit
    Hosted on February 1, 2025, the summit focused on the theme: “Whatever They See is What They’ll Be: Elevating the Legacy of Black Education through Dr. Charlotte Hawkins Brown.” The event explored lessons from Dr. Brown’s leadership to inform current strategies for increasing teacher diversity. More than 75 participants joined the summit, reflecting strong momentum and statewide engagement.

These convenings provide critical opportunities to build capacity, share examples, and collaborate across regions to advance collective progress.

When you sign up, you’ll be connected to one or more of our three regional groups—Eastern, Central, or Western North Carolina. Most participants join based on their work location, but if you work statewide, you’re welcome to select the region that best aligns with your personal or organizational priorities—or join multiple regions to stay connected across the state.
